Downtown Parking Strategy

The Parking Strategy looks at the greater downtown (Shoreline to Evelyn to Calderon and El Camino Real). The study seeks to address parking challenges in the busiest part of downtown centered on Castro Street. We also recognize that the forces behind these challenges—the day-to-day behavior of everyone who lives, works, and visits downtown—extend beyond the boundary of the commercial core. There are many overlapping and interconnected factors contributing to the parking situation in downtown today, and the study seeks to address them with a full-picture approach.

On November 9, 2021, the Mountain View City Council adopted a Downtown Parking Strategy. The Strategy outlines 82 implementation items action across 18 strategies. The Downtown Parking Strategy is a 10-year strategy to address parking within the Downtown.

Future Parking Garage

On August 24, 2021 City Council discussed framework for a third downtown parking garage at Parking Lot 5 (Hope and Dana Streets). The Council Report is available online to read under Item 7.3.

Downtown Parking District Renewal

The public parking lots and structures in Downtown are funded in part by a Downtown Parking & Maintenance Assessment District that is renewed annually.  Parcels within the Parking District are assessed annually.  Those properties that are assessed are allowed to participate in the Downtown Parking Permit Program.  The most recent Downtown Parking & Maintenance District renewal is below.

Downtown Public Parking Facilities

The Downtown is supported by 11 public parking facilities - 2 parking structures and 9 surface parking lots with approximately 1,500 off-street parking spaces. These off-street parking spaces have timed parking structures from Monday through Friday, 8:00 am to 5:00 pm (excluding holidays).

To help manage daytime parking demands between long-term parkers and short-term parkers, the City administers a Downtown Parking Permit Program for property owners, businesses and residents within the Parking District.
