The Minimum Wage rate is annually updated in November for the next calendar year. The calculated rate for 2025 Calendar year will be $19.20.

About the Local Minimum Wage Ordinance

Beginning January 1, 2025, employers who are subject to the Mountain View Business License Tax OR who maintain a facility in Mountain View must pay to each employee who performs at least two (2) hours of work per week in Mountain View, minimum wages not less than $19.20 per hour.

The minimum wage requirement set forth in the Mountain View Minimum Wage Ordinance applies to adult AND minor employees who work two (2) or more hours per week (tips not included). Beginning January 1, 2019, and annually thereafter, the City will adjust the minimum wage based on the Regional Consumer Price Index.

Under the Ordinance, employees who assert their rights to receive the City’s minimum wage are protected from retaliation. Employees may file a civil lawsuit against their employers for any violation of the Ordinance or may file a complaint with the City Manager’s Office. The City will investigate possible violations and will require access to payroll records. The City will enforce violations of the minimum wage ordinance by ordering reinstatement of employees, payment of back wages unlawfully withheld and penalties.

Employers must post the Minimum Wage Official Notice in the workplace, informing employees of the rate and their rights.
Employers must document all hours worked by employees and keep records for 4 years.
It is unlawful to discriminate or take adverse action against any person in retaliation for exercising their rights protected under the Ordinance.
Employers must provide their name, address and phone number in writing to employees at time of hire.

What is in the Mountain View Minimum Wage Ordinance?
The ordinance requires employers that maintain a place of business in Mountain View or are subject to the City of Mountain View Business License to pay the City Minimum Wage to each employee who performs at least two hours or more per week of work in city limits. The City Council amended the ordinance on November 10, 2015 to increase minimum wage to $15.00/hour by 2018. Beginning January 1, 2019, and annually thereafter, the City will adjust the minimum wage based on the Regional Consumer Price Index. The City Minimum Wage rate is $19.20 per hour starting January 1, 2025.
Which employers are subject to the City of Mountain View Business License?
Employers that have a place of business in Mountain View or employers that must obtain a business license and pay the applicable business tax to conduct business within the City’s limits. Employers are required to pay employees no less than the City Minimum Wage for each hour worked within the geographic boundaries of the City.
How much is the City Minimum Wage rate?
As of January 1, 2025, the City Minimum Wage is $19.20 per hour ($18.75 in 2024).
When does the ordinance go into effect?
The amended City Minimum Wage Ordinance went into effect on December 10, 2015.
How is the Mountain View Minimum Wage adjusted?
City Minimum Wage will be adjusted to $15.00 per hour on January 1, 2018. Beginning January 1, 2019, and on every January 1 thereafter, the City Minimum Wage will increase by an amount corresponding to the prior year’s Regional Consumer Price Index as reported by the U.S. Department of Labor’s Bureau of Labor Statistics. The intent of this increase is to adjust for inflation.
What is the difference between the Federal, State and Mountain View minimum wage laws?
Mountain View employers are subject to Federal, State and Mountain View minimum wage laws. When there are conflicting requirements in the laws, the employer must follow the strictest standard – that is, the one that is most favorable to the employee. Since Mountain View’s ordinance requires a higher minimum wage rate than the State* and Federal law, covered employers are required to pay the City Minimum Wage. As of January 1, 2025, Federal Minimum Wage is $7.25 per hour (non-exempt employees not subject to federal contracts); California Minimum Wage is $16.50 per hour for all employees* (April 1, 2024-Fast Food workers under AB1228 will be $20.00); and the Mountain View City Minimum Wage is $19.20 per hour.
Does the ordinance on the City Minimum Wage cover employees who work in Mountain View, but are not Mountain View residents?
Yes. Any person, who performs at least two hours of work in a calendar week for an employer that maintains a facility in the City of Mountain View or is required to pay the Mountain View Business License fee, is entitled to be paid the City Minimum Wage.
Does the Mountain View minimum wage apply to full-time and part-time employees?
Yes, the ordinance applies to any person who performs at least two hours of work in a calendar week for an employer covered by the ordinance.
May employers use tips or fringe benefits (health insurance, vacation, sick leave) to pay the Mountain View minimum wage?
